- 2. To make part of a structured and usually well-established system: a society that has institutionalized injustice.
- 2. To place (a person) in the care of an institution.
I like the second definitation better, it makes more sense to think that Bush's doctrine will be put into the care of a rhetorical instution. Like, perhaps a mental institution.
